создайте пользователя с uid=0, просто используя другое имя для него

Для этих целей уже давно придумали sudo.
Создаете обычного пользователя, а с помощью sudo разрешаете ему те или иные действия, которые можно выполнять от рута, прописывается все это обычно в /etc/sudoers

Например так:
someuser ALL=(ALL:ALL) ALL

Погугли на тему sudo, там все достаточно просто.
